From the New York Times June 7, 1996 article "Giuliani Criticizes G.O.P. And Dole on Immigration" we read (part also here):

Mayor Rudolph W. Giuliani criticized Senator Bob Dole today for supporting Republican-sponsored legislation that would restrict Government aid to immigrants and called those restrictions "a terrible, terrible mistake."

Mr. Giuliani cited measures in the legislation that would restrict public benefits to legal immigrants, allow states to bar illegal immigrant children from public schools and force local authorities and hospitals to report undocumented aliens who report a crime or seek emergency medical aid...... Rudy Giuliani's "weirdness factor"

The Smoking Gun has obtained an April 8, 1993 document in which strategists for his mayoral campaign against incumbent David Dinkins detailed his various vulnerabilities. Rudy tried to have it destroyed because it's chock full of dirt:

He surely could not have been pleased to read that his "personal life raises questions about a 'weirdness factor.'" That weirdness, aides reported, stemmed from Giuliani's 14-year marriage to his second cousin, a union that he got annulled by claiming to have never received proper dispensation from the Catholic Church for the unorthodox nuptials.... National Review weighs Rudy's Run

The editors of the National Review weigh in on the Rudy for President quasi-bandwagon, largely from a pro-life/pro-choice perspective:

But there are serious obstacles to Giuliani’s winning the embrace of conservatives. Putting aside his tumultuous personal life, his positions on many national issues, from tax reform to the environment, are largely unknown and will be more closely examined. On social issues, however, his liberal views are well known and so present a threshold question for many conservatives. Rudy Giuliani on immigration

Short answer: he'll vastly increase legal immigration and continue allowing illegal immigration, just like a repeat of George Bush.

That's a distillation of his remarks on tonight's Hannity & Colmes (transcript here).

He supports a massive amnesty for illegal aliens, calling it by the euphemism "regularization".

What he calls "regularization" would be seen by millions and millions of people around the world as an amnesty, no matter what he wants to call it for domestic consumption.

A good portion of those people would come to the U.S. by any way possible in order to take part in the next "regularization".... (read more)

Rudy Julliani files FEC "statement of candidacy"

...The steps Monday put Giuliani on the same level legally as McCain and Romney, the other top-tier GOP candidates who have formed regular exploratory committees and filed statements of candidacy.
